Another point to add is that for the plebiscite to occur, Pakistan had to withdraw its military forces from POK as pre-condition. It has never done that so therefore there was never an opportunity to plebiscite to take place. In any event, after the first election in J&K 1953, the legislative assembly voted in favor of accession to India. Therefore, for anyone to state that there was never a genuine accession is not correct.
